This beautifully engraved stamp was first issued in the year 1929, and was issued in three types (engraving changes). This one, issued in 1931, is Type III. The top of the "E" in "POSTES" has no serif, and the inside of the "0" in the value at lower left is complete -- with no "open" ends.
